Welcome to the Oregon Wing Emergency Services Page. Here you will find important information and tools pertaining to our ES Program. You should check this page often to insure that you have the latest procedures and policy changes.

We have organized our Emergency Services Department into four major sections. Each of these sections is responsible for specific programs. Most of the sections also have identified subsections that are required to perform their tasks.

•  Standardizing air crew ES training throughout units

•  Creating air crew ES training modules and exercises to insure a flow of members into air crew ES specialties

•  Reviewing operations plans for air crew training exercises

•  Evaluating performance of ES air crews in Oregon Wing.

•  Standardizing Ground Team and UDF ES training throughout units

•  Creating Ground Team and UDF ES training modules and exercises to insure a flow of members into Ground Team and UDF ES specialties

•  Reviewing operations plans for Ground Team and UDF training exercises

•  Evaluating performance of ES Ground Team and UDF personnel in Oregon Wing

UDF Gear List

•  Coordinating with Communications to insure that ORWG ES communications needs are being met

•  Maintaining accurate lists of CAP/members' technology assets supporting ES: computers, communications and multi-media

•  Insuring standardized and updated software exists on CAP ES computers

•  Maintaining functional Fly-Away kit(s) to support ES activities

•  Contacting AFRCC/NOC to obtain initial incident briefings

•  Locate an IC to accept incidents assigned by AFRCC/NOC

•  Provide staffing support to the IC to locate personnel for the incident

•  Notify key ORWG staff members regarding incident responses

•  Work with on-call alerting duty offices to insure coverage for alerting for ORWG

To start in Civil Air Patrol Emergency Services
All members must have their General Emergency Services Qualification.  Upon completion of all GES requirements, members will need to seek Unit Commander approval and ensure all proper forms, tests and information is properly entered into E-services.

Members need to complete the below listed items.  Before starting this training, Officer members need to complete Level I and Cadets must complete their Curry Achievement.

An important part of insuring our success is the formation of Councils. These councils will be made up of representatives from their respective areas and will be responsible to actually formulating our policies and procedures. At this point, we have defined two councils:

IC Council

ES Council

The IC Council membership is made of each qualified or trainee Incident Commander and Agency Liaison members. The council meets monthly using our wing teleconference tools and will be responsible for: 1) Defining and refining standard procedures for how incidents are managed; 2) Defining and managing funded and non-funded exercises; and 3) Ongoing process improvement to meet our customer's needs.

The ES Council membership is made up of one representative from each unit that has at least one active ES member with GTM, UDF, MP, MO, MS, IC, AL, or MSA qualifications. The council will meet monthly using our wing teleconference tools and will be responsible for: 1) Reviewing procedures and training; 2) Defining policies/needs to enhance ES participation; 3) Building and maintaining member participation in ES programs; and 4) Development of our annual ES training plan.


The attached file contains a very comprehensive set of checklists and how-tos for using the IMU. All ES personnel should save this file and keep it handy while using the IMU.

CAPAlert
Oregon Wing has an additional pager alerting system that works independent of the WMU.  If you desire to be sure to be alerted, since the WMU DOES NOT send email to members with only Trainee ratings, then you need to have your alerting unit (pager, cell phone, etc.) added to the CAPAlert mail list.  You can also subscribe with your regular email address in order to also have alerts sent to you by email as well.   There is no limit to the number of devices and email addresses which you may want to have added to CAPAlert.
